PUBLIC PROCUREMENT
Procurement is generally defined as the acquisition of goods and contracting of services. Once procurement is undertaken by the government or any of its branch, agency, or instrumentality using public funds, this now becomes public procurement which is governed by special laws.
In any form of public procurement, public bidding is public policy. In P.S.A.L.M. Corp. v. Pozzolanic Philippines Inc., G.R. No. 183789, 24 August 2011:
"In this jurisdiction, public bidding is the established procedure in the grant of government contracts. The award of public contracts through public bidding is a matter of public policy.
Public policy has been defined as that principle under which freedom of contract or private dealing is restricted for the good of the community. Under the principles relating to the doctrine of public policy, as applied to the law of contracts, courts of justice will not recognize or uphold a transaction when its object, operation, or tendency is calculated to be prejudicial to the public welfare, to sound morality or to civic honesty."

2023 Procurement Trainings Conducted
[12 November 2023] The University of the Philippines Los Baños (UPLB) invited Atty./Engr. Jhez to discuss the overview of the Philippine Government Electronic Procurement System (PhilGEPS) as part of the Public Procurement Specialist Certification Course (PPSCC) Level 1 at the BAC Secretariat Building at UPLB Campus. Atty./Engr. Jhez also discussed the updates particularly the implementation of Modernized PhilGEPS.
[19 October 2023] The Provincial Government of Cavite invited Atty./Engr. Jhez to discuss the procedures and guidelines on early procurement activities and recent GPPB updates. The half-day seminar was attended by both the Bids and Awards Committees A and B at the Bayleaf Hotel, General Trias City, Cavite.
[03 October 2023] Atty./Engr. Jhez conducted his debut training as Government Procurement Policy Board (GPPB) Recognized Trainer with the Court of Tax Appeals Bids and Awards Committee (BAC), Secretariat, Technical Working Group, and other procurement officers, discussing the basic definition and requirements of procurement, in relation to procurement planning and linkages, and early procurement activities.
[07-09 June 2023] The Philippine Institute of Certified Public Accountants (PICPA) Cavite and Palawan Chapters invited Atty./Engr. Jhez as one of the resource persons in PICPA STAR GOVERNMENT SECTOR SUMMIT "The Role of Government Accountants and Allied Services in Sustainable Development. Play it forward: Securing a Sustainable Future" at TAG Resort, Sitio Dipulao National Highway, Coron, Palawan. The topics discussed were Framework Agreement, Alternative Methods of Procurement, and Recent Updates on RA 9184 and its 2016 Revised Implementing Rules and Regulations.
[03 April 2023] The procurement training as requested by the Technological University of the Philippines - Taguig Campus focused on Infratructure Projects. Attending the training are the Bids and Awards Committee, Secretariat, Technical Working Group of Taguig Campus, with key procurement officers of Cavite Campu,s and officials from the Barangay.
2023 Procurement Summit at the PICC
[23-24 October 2023] The Government Procurement Policy Board - Technical Support Office (GPPB-TSO) once again conducted the hybrid Procurement Summit hosted by the Government Procurement Policy Board Technical Support Office (GPPB-TSO) at the Philippine International Convention Center with the year's theme: "Building a Cadre of Procurement Professionals as Catalysts of Innovation and Competitiveness".
Atty./Engr. Jhez was invited as one of the moderators in the break-out session pertaining to the procurement requirements and practices of PEs. You may view the presentation here.

[27-28 August 2022] "Training/Updates on Government Procurement Reform Act and the 2016 Revised IRR As Amended" for the City Government of Cavite held at The Bayleaf, General Trias City, Cavite.
[23-24 July 2022] "Orientation and Training on RA 9184" for the City Government of Imus, Cavite held at the BAC Conference Room, City Hall Building, Imus Blvd. Malagasang I-G, City of Imus, Cavite.
2022 Procurement Summit at the PICC
[27-28 October 2022] The first hybrid Procurement Summit hosted by the Government procurement Policy Board Technical Support Office (GPPB-TSO) was held at the Philippine International Convention Center. One of the highlights was the discussion on the Modernized Government Electronic Procurement System otherwise known as mGEPS or PhilGEPS 2.0.

Oath Taking as Accredited Construction Arbitrator of the CIAC
[12 July 2022] After having completed the 22 Modules of the 10th Construction Arbitrators' Accreditation Course from 15 May 2022 to 06 June 2022, and after passing through the rigorous examination process, Atty./Engr. Jessie Salvador took oath as Construction Arbitrator before Supreme Court Chief Justice Alexander Gesmundo in a hybrid event held at Hotel Jen, Roxas Blvd. Manila, Philippines.

Modernized PhilGEPS Trainer's Training Course
[05-08 April 2022] Atty. /Engr. Jhez attended the 4-day refreseher course as one of the certified national trainers of the Philippine Government Electronic Procurement System (PhilGEPS). This is to ensure that the trainers are updated on the features and functionalities of the new mPhilGEPS platform (also known mGEPS or PhilGEPS 2.0).
UPDATE: On 02 August 2022, Atty./Engr. Jhez became the first Certified mGEPS Trainer after obtaining the rating of 96.23% in the mock training.
Accountancy Week 2021: PICPA-Cavite, ALAC
[14 July 2021] Atty./Engr. Jhez was invited to discuss important issues on government procuremement before the government accountants in a Zoom Webinar hosted by the Philippine Institute of Certified Public Accountants (PICPA) Cavite Chapter and Association of Local Accountants of Cavite (ALAC) on 14 July 2021.
Among the topics are the Functions of Bids and Awards Committee (BAC-TWG), Salient Features of Emergency Procurement, and Issues on Procurement Affecting the Financial Operaton of LGUs.
